EU default values are built never to understate, with a mark-up of 10% in 2026, 20% in 2027 and 30% from 2028 (1% for fertilisers). Quote on defaults and you risk pricing yourself out of the market.

Importers who applied for authorisation by that date keep importing while the decision is pending. Without it, above the threshold, goods stop at customs.

It starts from the producer's offer or your sales opportunity, uploaded as it is, and calculates CBAM before you quote your customer, so it goes into the price. Line by line, with several producers or countries side by side and a report to attach to your quote. Then, when the goods arrive, it reads the customs declarations and prepares the numbers for the annual declaration.
On that offer's own data: product, CN code, weight, origin and producer, not an average of past imports. If the producer has verified emissions, it uses them; otherwise the EU default for the country, with that year's mark-up.
The provision report (Pro plan) adds up the CBAM cost of all the year's imports, separating the part on verified emissions from the part at default values. That's the figure to book.
Anyone importing CBAM-sector goods into the EU (iron/steel, aluminium, cement, fertilisers) above a combined 50 tonnes per year; for electricity and hydrogen the threshold does not apply. Below the threshold you're exempt, but it pays to keep an eye on it: exceeding it without authorisation blocks your imports.
